Proper Table Setting

What is the proper way to dress a dining table? Is the table suppose to be set up for a dinner with placements, tables, bowls, appetizer and salad plates already set out? When does the center piece come off the table? I always hate to sit at a table when there is a rather large centerpiece blocking visual of the person across the table? How are runners suppose to sit on the table, lengthwise or width wise? I have beautiful candlesticks that I would love to show outside of the china cabinet but I never know when the right intimate timing is on a large table.
