Where to Put My Next Tattoo?

I have been wanting to get another tattoo for several years now I have just not been able to figure out where. I have one on my upper arm and one on my ankle already. I was thinking either on my shoulder or on my lower back but there are so many different lower back tattoo designs to choose from I don’t know if I can decide which one to go with. At least with the shoulder tattoo I would only be getting one thing like a tiger or a flower but on my lower back it would be a whole picture.
